Michael Flynn promised a former business partner that Obama-era sanctions against Russian Federation would be "ripped up" once the Trump administration assumed power, according to a whistleblower whose account was released Wednesday by congressional Democrats.

The allegation has been made public by Rep. Elijah Cummings (D-MD), the top Democrat on the House Oversight Committee - who is demanding that his Republican counterpart on the committee investigate Flynn and others involved in the matter more aggressively.

"Our committee has credible evidence that President Trump's National Security Advisor sought to manipulate the course of global nuclear policy for the financial gain of his former business partners", wrote Cummings.

Alex Copson, the managing partner of ACU Strategic Partners, received texts from Flynn during Trump's inauguration January 20 saying the deal was "good to go", according to Cummings. "These grave allegations compel a full, credible, and bipartisan congressional investigation". The administration has not lifted sanctions on Russian Federation.

Flynn had texted Copson with the same message - that the nuclear reaction project was "good to go" - from his place on the dais outside the Capitol 10 minutes into Trump's inaugural address, the whistleblower told Cummings.

The office of special counsel Robert S. Mueller III was aware of the witness's account and asked Cummings not to release the information until the special counsel had taken "certain investigative steps", which are now complete, Cummings wrote.

This whistleblower has reportedly claimed that during an inauguration day conversation with Alex Copson (the aforementioned associate), Copson said this was "the start of something I've been working on for years, and we are good to go".

Flynn, who pleaded guilty Friday to lying to the Federal Bureau of Investigation, did consulting work with the form as part of a deal to build nuclear reactors across the middle east. Copson is the managing director of ACU Strategic Partners, a Washington-based company that Flynn said he advised from April 2015 through June 2016, according to a financial disclosure he filed this August.

The company did not respond to a request for comment Wednesday.

"This is the best day of my life", Copson told the whistleblower as he described the message from Flynn, Cummings said.

Cummings added: "They have now informed us that they have done so".

But reports over the last few months have suggested that Flynn continued to promote the project after the election, and even after he had been sworn in as national security adviser.

Attorneys for Flynn and Copson did not immediately return email and phone requests for comment. Cummings said he believes Republican leaders of the Oversight Committee should approve a subpoena so they can "pursue these allegations against General Flynn in a responsible way".

Cummings said the whistleblower, whom he did not identify in the letter, "fears retaliation", but would speak with Gowdy if he agrees to protect the whistleblower's identity.
