They would have to pass drug tests to prove they were clean and also did not benefit from the Sochi scheme. However no announcement has yet been made by the country's president, Vladimir Putin, or the Russian Olympic Committee.

The IOC's president, Thomas Bach, said of the punishment handed down on Tuesday, "This was an unprecedented attack on the integrity of the Olympic Games and sport".

The ban does offer a pathway for individual, clean Russian athletes to still participate in the upcoming Games in Pyeongchang, which start February 9.

"They'll be called Russian athletes and not some kind of neutrals. that's very important", Zhukov said.

IAAF clears only US-based long jumper Darya Klishina to compete in Rio, after 136 Russian athletes applied for exemption from the blanket ban.

The IOC also suspended the Russian Olympic Committee until at least the closing ceremony in South Korea. He goes on to say that Rodchennkov provided "credible and irrefutable evidence" of the system was supervised and financed by then-Minister of Sports Vitaly Mutko and other "high-level government officials".

The IOC also ordered the ROC to reimburse the costs of the IOC investigation and to contribute $15 million to the establishment of the Independent Testing Authority.

In December of 2016, an extensive report found that roughly 1,000 Russian athletes were part of an "institutional conspiracy" involving doping.

Meanwhile, Russian coaches and athletes were vehemently condemning the decision and discussing how it could be appealed.

Any sanctions imposed by the International Olympic Committee can also be challenged at CAS, and later at Switzerland's supreme court, which can intervene if the legal process has been abused.
