Green, Texas Democrat, after Democratic leaders said Mr. Trump's actions may be upsetting to the party, but that talk of impeachment was premature.
Green said he plans to go to the House floor around noon to start action on his impeachment measure.
Green's resolution is expected to fail, given widespread opposition among Republicans and most Democrats. Green argues that Trump has committed a high misdeed and is unfit to be president and warrants impeachment, trial and removal from office.
To back the claim, the articles of impeachment cite Trump's equivocating response to the violent clash between white supremacists and counter-protesters in Charlottesville, Virginia; his sharing of anti-Muslim videos posted online by a fringe British nationalist group; and attacks at NFL players kneeling during the national anthem to protest what they say police brutality.
The most likely result, however, is that House Speaker Paul Ryan will bring up a vote on a "motion to table" Green's impeachment resolution Wednesday - essentially killing it.
