The European Court of Justice has rejected efforts by Hungary and Slovakia to stay out of an EU scheme meant to relocate refugees.

'It is time to be united and show full solidarity, ' Mr Avramopoulos said.

He also said that "the door ... is still open, and we should convince all member states to fulfill their commitments".

"It is very good news", EU Migration Commissioner Dimitris Avramopoulos told a press conference in Brussels, it was "an opportunity" to call on all member states to show solidarity.

The European Court of Justice (ECJ) on Wednesday dismissed a challenge by Slovakia and Hungary against the EU's relocation policy for asylum seekers, upholding the EU's right to oblige member states to take in refugees.

"The lesson of the verdict is that helping people fleeing war and terror is truly a common responsibility for Europe", the Hungarian Helsinki Committee, which provides free legal assistance to asylum seekers, said in a statement quoted by AP. The European Council's decision in September 2015 provided for 120,000 people "in clear need of global protection" to be relocated from Italy and Greece to other EU member states.

Szijjarto said Hungary would focus on defending the EU's external border against incoming migrants and asylum-seekers and urged the European Union to abandon its "unsuccessful" refugee-sharing plan. Slovakia and Hungary challenged the decision.

The countries claimed the relocation scheme was non-binding as they had voted against the deal, together with the Czech Republic and Romania.

The EU was accused of "raping" its own values after its top court ruled countries should be forced to accept refugees under a relocation scheme.

"The decision puts at risk the security of all of Europe and the future of all of Europe as well", Szijjarto said, calling the ruling "contrary to the interests of the European nations, including Hungary". Hungary has admitted none, but Slovakia has taken in a handful. That measure, including payments of up to €6 billion to help Turkey manage its refugee population and a pledge to reinvigorate talks on the possibility of Turkey joining the bloc, slowed the flow across the Aegean route to a trickle.

According to the International Organization for Migration, 125,860 migrants and refugees have arrived in Europe by sea so far this year.
