  • U.S Deploys New Defense System In South Korea As Arm's Race Continues

"Clearly, conditions are not there right now", Spicer said. "But that doesn't mean we can not do things to constrain them like we did with the Soviet Union during the Cold War, and Iran now".

No US president has ever before met with the leader of North Korea, and the idea is extremely controversial. Secretary of State Rex Tillerson last week chaired a U.N. Security Council meeting and urged countries to ramp up sanctions and suspend diplomatic ties with the North to increase pressure.

The system has also generated controversy in South Korea.

Pyongyang's show of defiance included a failed missile test on Saturday that came just hours after US Secretary of State Rex Tillerson warned the UN Security Council of "catastrophic consequences" if the global community - most notably China - failed to pressure the North into abandoning its weapons programme.

The president praised Kim Jong Un, calling him a "smart cookie" in an interview with CBS News. "It's a billion-dollar system", Trump said.

Kim Jong Un attends a celebration of the Korean People's Army's 85th founding anniversary.

. Similarly, concerns over human rights in the Philippines, where critics cite extrajudicial killings in Duterte's war on drugs, take a back seat to possible confrontation in Asia. And I think you know me very well, where you've asked me many times over the last couple of years about military.

North Korea's Foreign Ministry says the country will speed up measures to bolster its nuclear program "at the maximum pace" in response to the new US policy that calls for new sanctions and "maximum pressure and engagement".

North Korea on Saturday said it is developing nuclear weapons for self-defense and as a deterrent to the United States, according to an unofficial translation of a statement released by an official in Pyongyang's mission to the UN.

Vice President Mike Pence also stared into North Korea from the demilitarized zone between North and South Korea in early April, saying he wanted "people on the other side of the DMZ see our resolve in my face", he said.

The South Korean defence ministry confirmed Sunday that a joint naval drill with a USA strike group, led by the aircraft carrier USS Carl Vinson, was still ongoing in the Sea of Japan (East Sea).

It says that unless Washington ends its "hostile policy" and nuclear threats, North Korea "will continue to bolster its military capabilities for self-defense and pre-emptive nuclear attack" despite "manifold difficulties".

He said: "The DPRK's measures for bolstering the nuclear force to the maximum will be taken in a consecutive and successive way at any moment and any place decided by its supreme leadership".

Trump, asked about his message to North Korea after the latest missile test, told reporters: "You'll soon find out", but did not elaborate on what the usa response would be. It has been conducting tests at an unprecedented rate and is believed to have made progress in developing intermediate-range and submarine-launched missiles.

The diplomatic activity follows Saturday's failed missile launch attempt by Pyongyang which drew widespread global condemnation.

In interviews with Reuters and Washington Times, Trump said "it is appropriate" for South Korea to pay for THAAD.

"Most political people would never say that", Mr Trump said of his willingness to meet with the reclusive Kim, "but I'm telling you under the right circumstances I would meet with him".

"Because what the president has said is, he will prioritize American citizens' security and interests".

Some South Korean citizens, particularly those living near the deployment site, have firmly opposed THAAD, claiming that they will be the targets if North Korea chooses to strike the South.
